Customs union, common market in focus at GCC meet

Riyadh: 94th session of the GCC Financial and Economic Cooperation Committee will be held here on October 6.

The meeting is expected to address, among other topics, the recommendations of the Committee of the GCC Governors of Monetary Agencies and Central Banks, GCC customs union authority, the GCC Gulf common market, governance system of regional monetary and financial bodies and organisations. It will also address the results of the meeting of committee assigned to study the GCC railway project.

And the coordination meeting to discuss a feasibility study to link the Kingdom of Bahrain and Saudi Arabia to GCC railway project.

Magid: For Apple's iPhone 5 and iOS 6, gripes follow hype

Last week I wrote about the various stages of Apple (AAPL) product releases, ranging from the early rumors to the hype just before and after the product announcement to the inevitable letdown, nitpicking and faux scandals once consumers and bloggers discover that the new gadget is not perfect.

It didn't take long for complaints to start rolling in about the new iPhone 5 and Apple's new iOS 6 operating system. And once again, some relatively minor problems have been elevated to the level of a major national scandal with names like ScuffGate, MapGate or my favorite, NaviGate.

ScuffGate refers to scuff marks or scratches some users have encountered on the aluminum back, prompting Apple Senior Vice President Phil Schiller to point out in an email obtained by 9to5Mac that "any aluminum product may scratch or chip with use, exposing its natural silver color." I immediately bought a $29 case for my iPhone 5 to protect it against breaking and got scuff mark protection for no extra charge.

The biggest fracas is over Apple's new mapping app, which affects not only iPhone 5 users but anyone who's downloaded the new iOS 6 operating system that also runs on some earlier versions of the iPhone, iPad and iPod touch. As expected, Apple removed Google

(GOOG) Maps and replaced it with its own app, which has been found to have some humorous flaws, such as designating New York's Madison Square Garden as "green space" or identifying a farm as an airport. The app finds railway stations in Japan that aren't even near rail lines. Tokyo's main airport is labeled as a paper factory.

I've been using the mapping app for about a week. While I have my complaints, it isn't all that terrible -- at least based on my travels around the Bay Area. To its credit, it provides turn-by-turn directions, a feature that Google has long included in the Android version of Google Maps, but not on the iOS version that Apple used to offer. And like the old Google Maps, it's integrated with Siri, which is incredibly useful if you need to enter a location while you're driving. Just tell Siri where you want to go and, if she's online and if she understands you and knows where it is, she'll get you there.

Those are big ifs. Siri is a cloud-based voice recognition system, so she needs a data connection and her servers need to be in working order, which isn't always the case. But even if she's online, she sometimes misunderstands me, which can result in her asking me to repeat myself or -- worse -- taking me to the wrong location.

Siri is actually a lot smarter than she used to be. With iOS 6 she knows about movie schedules and reviews, sports scores and restaurants. But Apple's new mapping and navigation app isn't nearly as smart as the Google app it replaced because it lacks Google's vast database on businesses and other locations.

One of my complaints about Apple maps is that the text showing your time and distance to destination is way too small. I have to squint to read it, which is not so good while you're driving. It's also surprisingly unintuitive to use. I had to consult the manual that you can download by searching the Web or from Apple iBooks for free.

Also, when you search for a point of interest, it shows them on a map, which isn't nearly as easy as presenting them as a list.

One complaint about all the maps I've tested is that they don't' give you good information if you search for "hospital" or "emergency room." My top hit for "hospital" on Google Maps was a local drugstore, and on Apple maps it popped up a medical laboratory as its first hit. When I asked Siri to "take me to the nearest hospital," she directed me to an endocrine medical center.

On the positive side, Siri and Apple maps are pretty good at finding nearby restaurants. I don't always agree with her, but if you ask Siri for "best nearby restaurants," she'll sort them by Yelp rating.

As for the iPhone 5 itself, I'm happy with mine, but it's not as great as some of the early reviews suggest with words like "gem." I like the larger screen and there is no question that high-speed LTE data is a plus, as long as you're in an LTE area and don't worry about having to pay extra for all that data you can now download even faster. I've had mixed results with battery life and wound up having to dim the screen and turn off Wi-Fi to get through a day on one charge. As far as I can tell, battery life is about the same as on the iPhone 4S.

I consider the iPhone 5 to be an incremental improvement over the 4S. It's a worthy upgrade, but nothing to get too excited about. I'm glad I bought one, but unlike a real gem, it will lose value over time and, a year from now, will be out of date.

Computer classifies paintings like an art critic

While art may be in the eye of the beholder, a computer algorithm has been developed that can classify paintings as well as distinguished human art historians.

The task is a breakthrough for the field of artificial intelligence, showing that futuristic computers won?t just be trivia-answering champs such as IBM?s Watson or math nerds such as the Todai Robot, but trusty companions in fashionable art circles as well.

The algorithm computes from each painting 4,027 numbers that reflect the content of the image such as color, texture and shapes and then uses pattern-recognition and statistical methods to analyze similarities and differences between painting styles.

In an experiment, Lior Shamir and Jane Tarakhovsky of Lawrence Technological University used their algorithm to analyze about 1,000 paintings from 34 well-known artists. The computer provided a network of similarities between painters that agrees with the perception of art historians.

For example, it was able to distinguish between classical realism and modern artistic styles and then identified sub groups of painters that were part of the same artistic movements, such as grouping the painters Raphael, Leonardo da Vinci and Michelangelo close to each other.

?These results demonstrate that machine vision and pattern recognition algorithms are able to mimic the complex cognitive task of the human perception of visual art,? the researchers conclude in a recent paper on their work published in the Journal on Computing and Cultural Heritage.

This skill, they add, ?can be used to measure and quantify visual similarities between paintings, painters and schools of art.??

Indiana Tax Reporter: Glaze Tool and Engineering Seeks ...

From the Fort Wayne News-Sentinel:

A proposed $185,000 investment would create three jobs at a New Haven tool and die shop.

Glaze Tool and Engineering, 1610 Summit St., currently employs 23 people with average salaries of about $51,750. But the new manufacturing equipment would allow the 38-year-old company to add three more workers: two machinists earning about $35,000 annually and a tool and die employee paid about $65,000, according to a tax abatement application filed with the Allen County Department of Planning Services.

Abatements temporarily reduce the taxes paid on new buildings and equipment. If County Council approves the request next month, the company's taxes would be lowered $7,000 over five years.

Glaze produces products for the automotive, food, medical, heavy equipment and other industries, and also designs and builds special machines. It had about $2.5 million in sales last year.

The new equipment is expected to be installed by November, with the new employees in place by next June.

School Systems Blog - Four Gaming Resources for Learning

Most educators view games as a way to incentivize students for good behavior, or to play during excess time in the class. However, using video games for learning purposes has caught fire in the classroom, and I don?t see it burning out anytime soon! In fact, MindShift just posted a video this week about How Games Are Being Used for Learning that I highly recommend checking out. Not convinced? Head on over to Mashable for another article about Why Education Needs to Get Its Game On.

The great thing about this educational tool is that you get to test it out yourself before using it with your students! Sounds like fun to me. So, here are four online games you can play?I mean, test out?before implementing them for learning:

  • FunBrain: More than 100 fun, interactive educational games and more! These games focus on developing skills in math, reading, and literacy. Ages preschool through 8th grade.
  • Arcademic Skill Builder: Teach basic math, language arts, vocabulary, and thinking skills with these games!
  • MineCraft: This game is a neat educational tool! You can find an example of how it is used in the classroom HERE.
  • Math Moves U: These video games could make practicing math habitual, which is not easy to do!

School Teaching Jobs Made More Dynamic By Concerned And ...

There was a published report not too long ago about a gifted child who developed a disturbing case of anxiety when she started going to school. It turned out that her teachers and the school were not equipped properly to tackle the job of educating a child with unconventional needs, considering her superior learning aptitude.

In the report, the school and its faculty were callous about the developmental requirements of the child which was intensely disheartening for the parents; they were even considered "problem parents" because they expressed great concern about their child's change in behaviour and disposition about school. If you're a parent, you never want to find yourself in the same predicament especially because of its traumatic impact on your child.

However, there are teachers who greatly appreciate the "involvement" that some of their students' parents have in helping out the classroom situation. Proactive parents have actually made school teaching jobs so much easier which allowed and encouraged teachers to make their lesson presentations more dynamic and enjoyable for the students.

Even the seemingly trivial form of help as stopping by once a week to sharpen pencils for the grade school teachers is truly appreciated. Not many people know that elementary school teachers spend a substantial amount of time just keeping the class' pencils pointy, taking valuable time away from what they're really supposed to do which is assist their students with schoolwork. Another thing that parents do to support the teacher is by doing their own reading of the school's lessons and suggesting books that can support the lessons. While not a lot of schools are willing to expand the resources of the students for their lessons, there are teachers who encourage extensive learning because they too benefit from it, especially in their desire to lead their students to a more dimensional level of comprehension of the subject.

Parents who take time to deliver mid-day treats on special school days, according to a group of elementary school teachers, help recharge and support the energy and interest levels of the students, making them more alert for the remaining school hours.

Lastly, parents are always the most important support for school fund-raisers aimed to benefit the students. Teachers claim that these types of involvement that their students' parents have are immensely helpful and these strengthen the children's ties with their schools in a highly advantageous way.

?In a recent case, a 78-year-old Air Force veteran named Richard Palmer passed away. In the course of wrapping up his financial affairs, his family closed his Bank of America checking account. Yet it was reactivated without their knowledge by automatic payments to two lenders.

The transactions went on for weeks before the family caught on to the situation, and continued even after the bank had been notified. A representative finally solved the problem by taking the extreme step of initiating a phony withdrawal of $888,888.88. This triggered a fraud alert, which shut the account down for good.

The nonprofit organization Consumers Union conducted a study that found that Bank of America ?reserved the right to reopen closed accounts under certain circumstances. Nicole Nastacie, a spokeswoman for Bank of America, said that this was no longer the case.

The current practice of large donors is forcing the World Health Organization and the World Bank to reflect on how to reform to remain more appealing to the wider set of stakeholders and interests at play, according to Devi Sridhar from the University of Oxford writing in this week's PLOS Medicine.

Sridhar argues that since the priorities of funding bodies largely dictate what health issues and diseases are studied, a major challenge in the governance of global health research funding is agenda-setting, which in turn is a consequence of a larger phenomenon"multi-bi financing."

This term refers to the practice of donors choosing to route fundingearmarked for specific sectors, themes, countries, or regionsthrough multilateral agencies such as the World Health Organization and the World Bank and to the emergence of new multistakeholder initiatives such as the Global Fund to Fight AIDS, Tuberculosis and Malaria and the GAVI Alliance.

Sridhar says: "These new multistakeholder initiatives have five distinct characteristics: a wider set of stakeholders that include non-state institutions, narrower problem-based mandates, financing based on voluntary contributions, no country presence, and legitimacy based on effectiveness, not process."

Sridhar argues that the risk of multi-bi financing is that difficult choices about priority-setting in health will be made in the marketplace of global initiatives, rather than in the community that will have to live with those choices.

She says: "The shift to multi-bi financing likely reflects a desire by participating governments, and others, to control international agencies more tightly."

However, Sridhar adds: "one major impact of multi-bi financing has been to shine a clear light on how and where multilateral institutions, such as the World Bank and the World Health Organization, might do better."

New chemistry technique reproduces terpenes

Scientists at The Scripps Research Institute have shown how to synthesize in the laboratory an important set of natural compounds known as terpenes. The largest class of chemicals made by living organisms, terpenes are made within cells by some of the most complex chemical reactions found in biology.

The new technique, described in an advance online edition of the journal Nature Chemistry on September 23, 2012, mimics a crucial but obscure biochemical phenomenon that allows cells to make terpenes. The discovery may one day result in cheaper, fully synthetic versions of the cancer drug Taxol, the antimalarial compound artemisinin and hundreds of other useful terpene products.

"It's exciting for us because we're now making molecules that have never been made in the laboratory before, and we've done this by first observing what nature does," said the senior investigator for the study Ryan A. Shenvi, a chemist at Scripps Research.

Powerful Biological Functions

Terpenes take their name from one of their best-known representatives, the paint thinner turpentine?a derivative of pine sap. Many terpenes, like those in turpentine, are small, plant-made molecules that turn into vapor at relatively low temperatures and waft easily through the air. These often serve as important chemical signals for plants, and are used by humans in fragrances and flavorings.

Some terpenes are more complex, and are synthesized by plants and other organisms as powerful cellular defense mechanisms. "Having such strong biological functions can make them very useful in medicine," said Shenvi. Paclitaxel (Taxol), a widely used cancer drug, is a terpene derived from the bark of the Pacific yew tree. Artemisinin, the basis for a major class of antimalarial therapy, is a terpene made by the sweet wormwood herb. But the terpene family is highly diverse and also includes vitamin A, menthol, cholesterol and steroids.

Many terpenes, including Taxol and artemisinin, are made naturally in cells by processes that are so complicated, and so hard to understand, that chemists haven't been able to recreate them fully using organic chemistry techniques. The commercial production of these two medicines still depends on the relatively expensive harvesting of starting compounds from plants.

Taking Up the Challenge

In the new study, Shenvi and a postdoctoral researcher in his laboratory, Sergey V. Pronin, set out to recreate one of the two major terpene synthesis processes in nature. Known as tail-to-head polycyclization, this process is used by cells to make numerous complex terpenes. (The other major terpene synthesis process, head-to-tail polycyclization, is already partially reproducible with organic chemistry, and results in terpenes that include steroids.)

The tail-to-head polycyclization process begins with a relatively simple chain of carbon atoms, each of which is decorated with other, mostly hydrogen atoms. The goal of the process is to bend this linear hydrocarbon structure in a way that yields one ringlike structure, then another, and so on in a "polycyclic" chain.

A crucial feature of this process is the effective displacement of positive charge from one carbon atom on the structure to another, in just the right sequence. What makes this feat so challenging for chemists to reproduce, and even to analyze, is that this positively charged state in principle can slide along numerous alternative pathways on the emerging structure. Moreover, because it powerfully attracts negatively charged ions, this carbon-based positive charge, which chemists refer to as a carbocation ["carbo-cat-eye-on"], is inclined to snuff itself out almost immediately.

"Carbocations are notoriously tricky to include in synthetic procedures in the laboratory, because their lifetimes are so short," said Shenvi. "And yet nature has evolved tools to handle them."

Chief among these tools are cyclase enzymes, which hold terpene molecules that are under construction and use their own charged structures to protect carbocations from being quenched?at least long enough to let them do their work. Chemists who have sought to synthesize terpenes in the laboratory generally have done so without trying to mimic these enzymes' charge sequestration mechanism.

"The natural synthetic pathways were assumed to be much too difficult and maybe impossible," Shenvi said. "But we decided that we would have to recreate it somehow if we wanted to develop a broadly useful technique for making this group of terpenes."

Following Nature's Lead

Shenvi continued, ?We wanted to understand why Nature?s cyclase enzyemes work so efficiently, so we interrogated the chemical reactions that they use, and in the process discovered new basic reactivity.?

Pronin and Shenvi eventually found that a type of vinyl epoxide seems to serve as a partial substitute for cyclase enzymes. "We think that it effectively holds the negatively charged counteranion, which would otherwise follow and quench the carbocation before the reaction is complete," said Pronin.

As a demonstration of the power of their new technique, the chemists used it to make two different types of terpene, known as funebrene and cumacrene, starting from relatively simple organic chemistry ingredients. These terpene compounds had never before been fully synthesized outside of living cells.

Shenvi emphasizes that this report represents merely an initial, foundational description of this new strategy, and that technical obstacles still prevent its widespread use. "But once we can get past these obstacles, we should be able to use this new approach to fully synthesize many other valuable compounds," he said. "Basically the entire realm of terpenes will be reproducible with organic chemistry."

NYC landmark getting $177 million facelift

The New York City landmark is arguably one of the most famous cathedrals in the world.??It was designed by famed architect James Renwick, Jr., in the Gothic Revival style with its soaring arches clad in marble, accented by intricate detail and full of beautiful stained glass windows. NEW YORK -- St. Patrick?s Cathedral, one of New York City?s most recognized landmarks, is getting a much-needed facelift. The 140-year-old cathedral is almost completely shrouded in scaffolding as it undergoes a painstaking 22-month restoration project to enhance its aesthetic beauty and extend its functionality for the next 25 years?and beyond.

It?s a $177 million effort that couldn?t come at a more crucial time?the recommended restoration cycle for a building like this is typically every 30 years. More than 60 years have passed since significant work was done on the cathedral, putting its long-term stability at great risk.

?This project is about stabilizing the building and addressing all of the maintenance issues that have been neglected over the years,? said architect Jeffrey Murphy, a partner of Murphy, Burnham & Buttrick, the architecture firm leading the design team. ?The effort is intended to ?really put the Cathedral on firm footing for the future.?

The cathedral draws more than five million visitors annually, many coming to relish in the intricate, awe-inspiring beauty of the chapel. But a closer look at the cathedral?s fa?ade reveals great potential for improvement.

?The cathedral is so beautiful, it?s such incredible architecture, and you come in and you?re totally in awe by what you see,? Murphy said. ?But, in some ways, that masks a lot of the issues that we see on the cathedral.?

Chunks of falling stone?inside and out of the cathedral?parched, peeling paint, and a leaky roof are a few? of the issues that will be addressed with this restoration. St. Patrick?s Cathedral hasn?t undergone a restoration of this magnitude since the 1940s?save minimal work done in the 70s.

The architect, project manager and cathedral rector involved in the St. Patrick's Cathedral restoration project describe the care, passion and creativity involved.?? ?

The renovation, which began in May, is a three-phased project. The first of which is dedicated to deep-cleaning the Cathedrals? fa?ade, which has become remarkably dirty over the years due to exposure to weather and air pollution. Parts of the exterior have already been cleaned, revealing a pristine finish?something project manager Andrew Bast said represents the significance of the Cathedral?s pending transformation.

?When you see it? the clean versus the dirty, you can see how much better it could really be,? Bast said. ?Bringing the beauty of the building really back out to the public is something very important to all of us on the team.?

The second and third phases will be dedicated to repairing the stone and wood that comprise the building?s exterior, re-glazing stained glass storm windows and updating the cathedral?s interior. The altars will all be replaced and more than 1,000 stained-glass windows will be cleaned with a few extracted for special attention. Parts of the ceiling and walls will also be repainted in this project, scheduled for completion by May 2014.

These restorative efforts are as much about injecting new life into the 140-year old cathedral, as they are about reviving the vision of renowned 19th century architect James Renwick Jr., the mastermind architect.

?That?s part of the mantra of historic restoration,? Bast said. ?You?re really focusing on making it feel like you didn?t make any interventions or changes to the historic fabric of the building.?

With that said, improvisation and innovation are still a part of this restoration, which includes plans for a new garden to be designed from scratch. The design time is also using clues from the past?including Renwick?s original blueprints?to recreate parts of the ceiling that weren?t exactly real to begin with.

?Above the 30-foot line, everything is not stone,? Murphy said. ?It?s painted to look like stone, but it?s actually plaster and? pre-cast concrete material. One of the big challenges? is actually coming up with the recipe? to make the whole inside, the ceiling and the walls above 30 feet look like stone.?

The cathedral plans to stay open during all three phases of restoration, allowing services such as mass and weddings to continue as scheduled. In addition to the cathedral?s improved state, Cathedral Rector Msgr. Robert Ritchie is looking forward to the positive effects the restoration will have on the people who treasure it.

?I think the first impact will be that everyone says, ?we never knew how beautiful it was,? Ritchie said. ?When we?re finished, everybody would say, ?It?s so much lighter than we thought? and because of that, it brings peoples? spirits up.?

Fiona Apple Talks Drug Bust In Bizarre Concert Speech (Video)

Hot on the heels of being jailed for Hash Finoa Apple decided to speak out about what went down. Unfortunately though the speech she gave at her concert was just plan old bizarre. Earlier this week Finoa Apple was arrested for Hash so at her concert on Friday in Houston, she decided to address concert goers in what turned out to be a very interesting speech and not in a good way. You can see the speech in the below video and trust me when I say it is must see for sure. Now you might get a little confused but that is ok it took a couple of times of watching before I even kind of started to understand it.
