Low-cost plastic-clad iPhone mentioned in China Labor Watch report

Remember that China Labor Watch report we recently covered? After digging further into the document, 9to5Mac's unearthed more possible evidence about that often leaked, low-cost plastic-clad iPhone. The introduction states:

Its assembled products include iPhone 4, iPhone 4s, iPhone 5, and low-priced plastic iPhones.

Then, on page 27:

Today's work is to paste protective film on the iPhone's plastic back cover to prevent it from being scratched on assembly lines. This iPhone model with a plastic cover will soon be released on the market by Apple. [...] The new cell phone has not yet been put into mass production, so quantity is not as important.

Of course, there's no definitive proof that Apple will be launching a more affordable iPhone made of polycarbonate -- after all the company might just be testing prototypes that are not destined to market. Still, the information in this report sure gives all these recent iPhone rumors a lot more merit.

Take a snapshot of front camera in android

I'm working on an app which needs to take a picture with the front facing camera of the device without preview and/or asking the user for it. It's a Anti Steal app. I've seen alot of code where they show previews of the camera, where they use the front and/or back camera and so on.

My question now is: How can I take a snapshot of the front camera and save it onto the sd card, without asking the user for permission and without previewing the camera?

Thanks alot for help.

Israel Blocks EU Aid to West Bank Palestinians

? Israel has blocked the European Union from aiding tens of thousands of Palestinians in the West Bank in retaliation for Brussels' ban on financial assistance to Israeli organizations in the occupied territories.

An Israeli official said on Friday the move was a result of the EU decision ?to sanction or boycott the settlements?.

?From our standpoint we cannot just ignore this or treat spitting in our face as though it is rain,? the official said.

The EU imposed restrictions last week citing its frustration over the continued expansion of Jewish settlements in territory captured by Israeli forces in the 1967 Middle East War.

The guidelines render Israeli entities operating there ineligible for EU grants, prizes or loans, beginning next year.

Settler leaders say the aid they receive from Europe is minimal. But many in Israel worry about possible knock-on effects the EU steps may have on individuals or companies based in Israel that might be involved in business in the settlements, deemed illegal by the international community.

The Israeli official, speaking on condition of anonymity, said Defense Minister Moshe Yaalon had decided to suspend contacts with the EU in the West Bank.

Yaalon, a former army chief and hardliner in Prime Minister Benjamin Netanyahu's Likud party, has ?frozen projects, canceled meetings, curtailed coordination and permits for Europe's operations? for Palestinians living in what is known as Area C, a West Bank area fully administered by Israel, he said.

The EU expressed concern about the Israeli steps, which may hurt its humanitarian work for Palestinians, an EU source in Israel told Reuters.

The organization had not been formally notified of the Israeli measures and was seeking clarification, he said.

A Western diplomat, speaking on condition of anonymity, said several European humanitarian aid staff had had difficulty obtaining permits and some requests had gone unanswered.

Under the terms of a 1993 interim peace accord, some 150,000 Palestinians, many of then poor farmers and shepherds living in Area C, a West Bank zone where many settlements have been built, are fully under Israeli military control,

The Palestinians have limited self-rule over other parts of the West Bank, and share joint custody with Israel over yet other areas.

Some of Europe's assistance in the West Bank goes to Palestinians whose homes built with EU funding are demolished by Israel, often maintaining the structures were built illegally.

The Association of International Development Agencies, a coalition of 80 aid groups, said in a report in May that 600 settler houses had been built since mid-2012 while Israel demolished 535 Palestinian-owned homes and structures.

The United States, Israel's main backer, has been trying to revive peace talks that have been deadlocked for three years and aimed at reaching an agreement for the Palestinians to establish a state alongside Israel.

Group Formed to Replicate 'Surfing Madonna' Art On California's Coastline

The group hopes to raise money for the art installations across the state. The first major fundraising event will be The Surfing Madonna Save The Ocean 5-10K Beach Run, which will take place in Encinitas on Nov. 16.

When artist Mark Peterson's mosaic "Surfing Madonna" was stealthily installed under an?Encinitas overpass in 2011, it sparked much debate. Many residents thought it fun,?creative and a great way to remind people to "Save the Oceans."

Others thought it an eyesore, including many city officials, who removed the mosaic thereafter, after a drawn out back and forth.?


Now, the visage of?Our Lady of Guadalupe ?catching waves is in the news again, as a nonprofit group ? led by Patterson and others ? has formed with the idea of replicating Patterson's work and spreading the message of awareness?to?problem's the world's oceans face, including pollution and trash disposal.

According to U-T San Diego,??the?Surfing Madonna Oceans Project will enable artists to create their own versions of his piece. It is hoped that these works will be displayed up and down the California coast.?

?We want to start waking people up to the issues facing the world?s oceans,? Patterson told the newspaper.

The first artist who will interpret "Surfing Madonna" is Susanna Holt, who specializes in bronze sculptures. It is hoped that her work will be installed on private land near Mavericks Beach or Ghost Tree Beach in Pebble Beach, according to U-T San Diego.?

Patterson's original now hangs on Coast Highway in Leucadia, between Cafe Ipe and Surfy Surfy.?

The group endeavors to raise money for the art installations across the state. The first major fundraising event will be?The Surfing Madonna Save The Ocean 5-10K Beach Run, which will take place in Encinitas?on Nov. 16.

Halley VI, a British research station which opened in February this year, is built on skis, making it the first polar research station that can be relocated. It is sited on a floating ice shelf on the Weddell Sea, from where the ozone hole was discovered. This is the research station's sixth incarnation, and it includes hydraulic legs, with good reason: the first four bases were engulfed by ice. Halley III, for example, was 12 metres under the ice when it was abandoned in 1983. The eight modules comprising the new base are built to withstand temperatures of -55??C, and can be towed to a new location ? a wise feature given that the ice shelf it is built on is moving at a rate of 700 metres per year.

Egypt general calls for pro-military demonstrations

CAIRO, July 25 (UPI) -- Egypt's armed forces chief called on Egyptians to demonstrate en masse to give him a "mandate" to quash violence by backers of ousted President Mohamed Morsi.

Morsi supporters responded, saying Gen. Abdel Fattah al-Sisi's nationally broadcast appeal amounted to a lead-up to civil war.

The Obama administration followed Sisi's call by saying it would at least temporarily halt a planned delivery of F-16 fighter jets to Egypt's military.

"I urge the people to take to the streets this coming Friday to prove their will and give me, the army and police a mandate to confront possible violence and terrorism," Sisi told military academy graduates in Alexandria in a speech carried live on state TV.

"The army and the police will secure the protests all over Egypt," said Sisi, who is also defense minister and first deputy prime minister.

"We will never retreat when it comes to the proposed road map of the political transition," he said.

Sisi asked protesters to refrain from violence, but he urged them to take to the streets on the same day Morsi's mostly Islamist supporters planned some 34 marches in Cairo.

The anti-Morsi Tamarod grassroots movement -- which brought millions out to protest against Morsi before his July 3 military ouster -- urged supporters through Facebook to follow the armed forces' call for protests.

It called on "all the Egyptian people to gather in all the squares" to "support the Egyptian armed forces in the coming war against terrorism and cleansing the land of Egypt."

"The army and the people will fight terrorism," the statement on Facebook said.

The military and other opponents of Morsi increasingly refer to the Muslim Brotherhood members as "terrorists."

The pro-Morsi National Coalition for Supporting Legitimacy, made up of 11 political parties including the Brotherhood's Freedom and Justice Party, told supporters ahead of their planned Cairo marches Friday it feared the military leaders would use the conflicting demonstrations to create violence against Egyptians who support the deposed president.

"The coalition is asking the international community and its institutions, including the U.N. and human rights organizations, to reject the plot for bloodshed that will inflame the region and is being executed by the leader of the coup, Abdel Fattah al-Sisi," the coalition said.

Amr Darrag, a Freedom and Justice Party leader and a former Morsi minister, told The Wall Street Journal he was clear about what Sisi was up to.

"He has tried all other means and he's failing," Darrag said. "He's trying to use the last card, which is threatening civil war. This is very dangerous."

Neither interim President Adly Mansour nor Prime Minister Hazem al-Beblawi had an immediate comment about Sisi's mass-protest call or the responses.

Mansour spokesman Ahmed al-Muslimani was quoted by state media Wednesday night as saying, "Egypt started the war on terrorism, and the call of General Sisi is to protect the revolution and the state."

Morsi hasn't been seen in public since his removal July 3. His family has accused the military of kidnapping him.

The military, ignoring calls from Western allies and the United Nations to release Morsi, says it is keeping him in protective custody for his own safety. Morsi hasn't been charged with a crime.

After Sisi's call, Egypt's public prosecutor announced arrest warrants for nine Brotherhood leaders, including the group's head, or general guide, on suspicion of inciting violence and enlisting armed protesters, the official Middle East News Agency reported.

Some of those leaders were arrested earlier and released on bail. Wednesday's announcement added new charges, the MENA report said.

Also Wednesday, Pentagon officials said the White House ordered at least a temporary halt to a scheduled delivery of four F-16s to Egypt.

The jets are part of a $2.5 billion order for 20 of the jet fighters Cairo placed with Washington in 2010.

The announcement reversed earlier Pentagon statements it would still make the delivery, despite political turmoil after Morsi's ouster.

"Given the current situation in Egypt, we don't believe it is appropriate to move forward at this time with the delivery of F-16s," Pentagon spokesman George Little told reporters.

U.S. officials said the suspension was unrelated to Sisi's appeal and wouldn't affect other types of aid or military cooperation.

Washington provides more than $1.3 billion to Egypt's military every year and hundreds of millions more in economic aid.

Secretary of Defense Chuck Hagel told Sisi about the jet holdup by phone after the Egyptian military leader's speech, a U.S. official told the Journal.

Washington still plans to go ahead with annual U.S.-Egyptian joint military exercises, known as Bright Star, officials said.

Canadian Man Sorry for Chugging Eight Beers and Swimming to Detroit

John Morillo, a 47-year-old Canadian man, apologized today for causing an international incident last night when he drank eight beers and then swam across the Detroit River, just to prove to his friends he could.

Speaking to the Windsor Star after being released from jail this morning, Morillo said in retrospect it was "really stupid" of him to drunkenly swim across the river, but not without adding that he wanted his incredulous buddies to know he'd pulled it off (emphasis ours):

If I?m going to be in the paper, I?d at least like them to say I actually made it, even though I got in trouble and everything. I gotta pay fines and stuff. But I don?t want it to sound like I didn?t make it, because then my buddies are going to say 'ha, ha, you didn?t make it.' Because that was the whole thing, to show them I could do it.

Morillo's stunt launched a joint search mission between the Canadian and U.S. coast guards when his neighbor called the police after losing sight of him in the water. Rescue efforts included three boats and a helicopter. Morillo, who calls himself a "strong swimmer," had made it across the river and was on his way back when the U.S. Coast Guard found him floating on the Canadian side at around 1 AM, two hours after he'd initially entered the water.

Windsor authorities have banned Morillo from all waterfront city property and will fine him $5,000 for swimming in a shipping channel. Exacerbating everything, Morillo, who was ultimately charged with being intoxicated in public, says his mom is very mad at him. "She just hung up on me," Morillo told the Star. "She said 'you?re just so stupid.'"

Student loan debt should be treated like Detroit?s

Last Thursday, Detroit gained the dubious distinction of becoming the largest municipality in American history to declare bankruptcy. In the days since,?various?partisan?sources?have weighed in on the story of a bankrupt major American city. Over at Slate, Matt Yglesias?argues?that municipal bankruptcy should be easier and more common, to provide cities and townships with the tools required to shed the odious burden of crippling debt often caused by long-departed, ineffectual politicians:

While this may be true, it highlights the absurdity of our current student debt crisis: practically all forms of debt (including gambling debt and credit card debt) can be forgiven through bankruptcy? but not student loans. While deeply dysfunctional multinational corporations can declare bankruptcy at the drop of a hat, and even municipalities as large as Detroit can resort to Chapter 9 protection as a last resort to avoid their creditors, regular Americans with student debt are afforded no such ?luxury.?

Before the frantic ?Reagan revolution,? filled to the brim as it was with (mostly bipartisan) deregulation, bankruptcy was still possible for discharging student loans. As the supply-side fever of Reagan?s presidency swept through America into the ?90s and the Clinton presidency, the deeply corrupted free market principles of deregulation and numerous blatantly pro-banking laws had washed ashore the massive (and fast-expanding) student loan system, with predictably disastrous consequences.

First, in 1976, Congress instituted a fairly reasonable reform to bankruptcy laws: To prevent unscrupulous students from amassing a number of expensive post-graduate degrees (only to immediately declare bankruptcy and simply wait out the seven years without credit), a five-year delay on bankruptcy protection was implemented for student loan debt. In 1990, that waiting period was extended to seven years. Hypothetically, by forcing students to delay?dischargement, they would be given the necessary time to build equity, earn a good credit score, and acquire some wealth, which would in turn provide a key disincentive to the ?moral hazard? that immediate bankruptcy might present to younger, less stable graduates.

And yet, for the banks, this wasn?t enough: In 1998, the law was changed again, this time ensuring that federally backed student loans would be made completely and permanently nondischargeable through bankruptcy. But for the banks, even this wasn?t enough: In this system, private loans could still be discharged ? albeit after a seven-year waiting period and the self-inflicted destruction of one?s credit and assets. Still, the banks continued the push to deregulate: In 2005, the law was changed a final time, shielding private student debt from bankruptcy just like their federally backed kin. Now, eight years after the law has passed, student loan collectors are some of the?most predatory?in the industry, and will take your car and your house, garnish your wages, and even go after your parents or other co-signers if you try to avoid repayment. If you?re fortunate enough to grow old in a world that offers the elderly Social Security while subsequently?unfortunate enough to carry student loan debt all the way into retirement, predatory collection agencies can even?garnish?your Social Security check.

Bankruptcy law underwent a number of quick transformations, each systematically undermining the rights of students a little more than the last. These developments would also conspire ? intentionally or not ? to contribute to the?rising costs of college, our?ballooning debt levels, and the?staggering default rate. That they?re enormously popular among the banks and public-private corporations profiting off these loans? nondischargeability should surprise exactly no one.

In the shadow of these onerous, misguided policy decisions, we find ourselves facing a student loan burden so enormous that its present value has actually?eclipsed?our national credit card debt. Incredibly, the fundamental problem is quite simple: Our current system offers no incentives for loan originators to deny risky borrowers; consequently, student loans are much too easy to obtain. Huge amounts of cash are offered to students without regard to the school they might attend or the major they might choose. Colleges and universities happily raise prices (at a rate significantly?faster than inflation), secure in the knowledge that larger loans will be provided to cover increasing costs. Faced with a glut of cash, administrator salaries have?skyrocketed.?Pricey new facilities?are built for disgruntled students quite justified in their demands for improved amenities to match quickly rising tuition costs.

High school students are?heavily coerced by the adults in their world to attend college by any means necessary, and this coercion is wrapped in the implicit threat of a life of poverty, shame and alienation for those foolish enough not to listen. At a moment when young people are incredibly suggestible,?parents, teachers and administrators conspire to feed their children to the scores of predatory lenders more than happy to offer whatever loans these adolescents will sign for the promise of a brighter future. What?s worse, according to an?article?by Josh Freeman in The Atlantic, as enrollments rise and student become increasingly leveraged with debt, necessary aid packages aren?t keeping up with rising tuition costs:

On average, according to Andrew Gillen of Education Sector, only 60 percent of the increased revenue from a higher sticker price is recycled back to aid.

In practical fact, administrators are raising prices across the board, often justifying these increases by promising more aid to needy students (paradoxically to offset those same rising costs) ? only to divert the new funds elsewhere, leaving the most desperate students with higher tuition but scant new financial aid.

All of these problems together contribute to the $1 trillion student debt crisis, and they all can be traced back to the disastrous bankruptcy deregulations of the late ?90s and early 2000s.

Others have noted that bankruptcy has exacerbated the student debt crisis. Time?s Martha C. White?notes:

[...]the student-loan market has some quirks that could be contributing to the rising delinquency rate. ?Lenders of credit-card debt, auto loans and mortgages have adopted tighter credit-underwriting criteria in the aftermath of the credit crisis. This has denied credit to financially distressed borrowers,? [Mark Kantrowitz] says. Most federal student-loan programs, though, will accept borrowers regardless of their credit history.

A recent report?from the D.C. lobbying firm Hamilton Place Strategies titled ?The Economics of Student Debt? suggests that we consider preventing loan originators from offering enormous debt packages to students unlikely to find work that will allow them the ability to repay:

Lending institutions largely ignore the difference in default risk between majors since the federal government guarantees the loans. Students and parents can likewise ignore the returns on different degrees and college more broadly, because culturally many see college as a ?moral good.?

Offering desperate, impoverished students bankruptcy might seem like a cynical solution, a form of victim-blaming that largely punishes the naive children who took out bad loans. But the consequences would be enormously helpful to society as a whole and shouldn?t be blithely overlooked.

Banks love student loans because they aren?t dischargeable and are consequently extremely stable; in the post-Recession world, safe investment vehicles are relatively uncommon; with interest rates at?historic lows?and credit for all but the most desirable borrowers still?hard to obtain, securitized student loans?have become?an extremely attractive financial product. The risk of bankruptcy would change this whole calculus: investors would suddenly need to be wary of lending out enormous loans to students highly unlikely to repay. With students unable to take on enormous debt for degrees of questionable value from overpriced schools, they?ll be forced to look to other options. A number of excessively expensive schools would probably be forced to shutter (one estimate?suggests half of all universities could close by 2030), but this might be more of a feature than a bug, as fewer students are exploited by college administrators armed with?dubious statistics?purporting to defend the long-term value of college.

If bankruptcy laws were reformed, there would surely be unintended casualties, as some students would find themselves without easy access to adequate loans or local universities. But the social benefits would far outweigh the challenges faced by a small minority of disenfranchised students, particularly when costs start to drop across the board and tuition growth finally slows to the pace of inflation. Some students may be forced to reconsider their majors, find cheaper schools, or survive solely on private scholarships, Pell grants and paychecks, but the consequences of these sacrifices should end up best serving those same desperate young adults, otherwise coerced into taking deep debt from institutions that routinely obfuscate the value of the degrees they offer, and provide little help to students hoping to find relevant work after they?ve matriculated.

Reforming bankruptcy will not solve the student debt crisis, but it will provide a crucial first step by decoupling our politicians and our educators from the deeply seductive cash flow these predatory loans provide. Student debt (and particularly student debt default) provides an enormous revenue stream to colleges, banks and the federal government by robbing naive young Americans hoping to improve their economic position.

Congress needs to party (legislatively) like it?s 1997, and allow all student loans to be discharged through the same (onerous and punitive) bankruptcy process that other debtors enjoy. In a?recent?article?here on Salon, David Dayen lets Senator Elizabeth Warren explain the problem with our current priorities succinctly:

?Why should students who are trying to finance an education be treated more harshly than someone ? who racked up tens of thousands of dollars gambling??

So, will the law be changed? Unfortunately, recent efforts have proven both unsuccessful and underwhelming. In January, Senator Dick Durbin introduced the ?Fairness for Struggling Students Act,? which would make private student loans dischargeable just like any other form of private debt. While clearly insufficient (private loans only account for about?15% of total student debt), this would have at least helped: in the eight years since private loans were shielded from bankruptcy, delinquency rates have?doubled. Unsurprisingly, Senator Durbin?s bill has floundered in the Senate, a major red flag even if this piece of legislation enjoyed broad support. (It doesn?t.) When considering the enormously powerful Wall Street banks ? which combined to spend over $100 million lobbying?Congress in just the?first eight months?of 2011 ? this paints a portrait of a bill destined to die a quiet legislative death.

You want to fix our loan crisis? Provide struggling former students with the same protections afforded to Detroit: the promise that when all else fails, we?ll be thrown the vital life-preserver of bankruptcy, a last-ditch salvation from the turbulent waters of crushing, overwhelming debt. Until these wildly misplaced priorities are corrected, our mounting student debt crisis will only worsen.

A federal official has confirmed that a fire has broken out on a blown-out Gulf of Mexico gas well.

Eileen Angelico of the Bureau of Safety and Environmental Enforcement confirmed to The Associated Press that the evacuated rig caught fire late Tuesday. There were no immediate reports of injuries.

The drilling rig involved was evacuated early Tuesday when the blowout occurred.

Angelico says it wasn't immediately clear what caused the gas to ignite. And it wasn't known what efforts to extinguish the blaze were being made early Wednesday.

Personnel with Wild Well Control Inc. were at the site to assess how and when to try to bring the well under control.

Pope Francis' Brazil security scheme questioned following mob scene

RIO DE JANEIRO - There was widespread finger pointing on Tuesday over the security scheme meant to protect Pope Francis during his seven days in Brazil after a frantic crowd of faithful Catholics repeatedly surrounded and halted the vehicles he was riding in as he paraded down main avenues.

But one of biggest hurdles to avoiding such mob scenes is Francis himself. The pope has repeatedly said he wants the church to go out among the masses, a practice he has personally adopted.

The "slum pope," as was dubbed in his native Argentina for the amount of time he spent in impoverished areas most people consider dangerous, smiled as his car was mobbed Monday shortly after his arrival in Brazil. He kept his window rolled down and even kissed a baby passed into the vehicle by its mother.

"I was so surprised! Maybe I'm looking at it from a foreign perspective, but it seemed odd that the people were allowed that close on the roads," said the Rev. Joseph Tan, a priest from the Philippines, echoing the reaction of many in Rio for the papal visit. "In the Philippines, people would have gathered to get a glimpse, but nothing like what we saw. But that's the pope's personality, he was just being himself."

Papal spokesman Rev. Federico Lombardi made clear that despite the mobs, Francis wouldn't change his decision to use an open-air vehicle and specifically planned to use the open car for the very events expected to draw the largest crowds: a speech on Copacabana beach on Wednesday, a Way of the Cross procession on Friday, and a weekend vigil and Mass in a rural part of Rio.

Lombardi said the pontiff deliberately chose to use the same car he uses in St. Peter's Square, and not the bulletproof popemobile, to be closer to people and interact with them. But that square is a closed and controlled; Vatican and Italian police ring the square, the faithful are fenced into pens, and bodyguards trail the car at all times.

But how Vatican and Brazilian authorities decide to organize his security going forward is ultimately not the pope's responsibility, Lombardi said. "Obviously he desires to have a possibly very direct contact with the people. This is clear, and not a militarization of the situation," said the spokesman. "But the concrete solutions are not chosen by him."

Figuring out how to keep this hands-on pontiff safe is now the nightmare chore for Brazilian security forces. The Federal Police are mostly in charge of the pope's security in Brazil, though when he travels to a rural part of Rio this weekend, the army will secure the massive pasture where he'll celebrate Mass.

On Tuesday, authorities blamed each other for the traffic fiasco the day before.

Officials with the Federal Police who have control of the pope's security in urban Rio told the local press the blame belonged to Federal Highway Police. But the highway police said they were just following specifications laid out by the Federal Police. Neither agency returned calls. Meanwhile, the Rio mayor's office said it knew nothing about the plan for the pope's travel from the airport to the city centre while even the secretary general for President Dilma Rousseff said he didn't know who was to blame but that he was "relieved" no harm came to Francis.

It wasn't the best means to project confidence on security arrangements for a nation that saw widespread anti-government protests paralyze scores of cities last month and that's preparing to host the 2014 World Cup and 2016 Olympics.

Authorities in Brazil earlier said about 10,000 police officers and more than 14,000 soldiers would take part in the overall papal security plan, but on Monday virtually no uniformed officers were seen along the route as Francis was mobbed by the crowds.

There were few barricades set up along the route and thousands of faithful easily made their way onto streets that were meant to be shut off from the public. In some places along the route, people could be seen forming "human chains" to keep the crowds at bay.

About three dozen plain-clothes officers including the pope's personal bodyguards and some Brazilian officers were seen surrounding the pope's vehicles, trying desperately to push the crowds back

Paulo Storani, a Rio-based security consultant who spent nearly 30 years on the city's police force and was a captain in an elite unit sent in to clear out slums, said the fiasco seen Monday had to be analyzed in two ways.

"From the point of view of a head of state, and the pope is a head of state, it's unacceptable what happened. The proximity people had with him was a huge risk, even for his image," Storani said. "On the other hand, in the case of a head of a church and having a charismatic figure like this pope, the situation is different because he wants to be close to the people.

"The police intelligence units have to do a lot more work to detect potential threats to the pope's security and there needs to be a bigger presence of plainclothes officers in the middle of the masses to ensure his security," he added.

There was no word on whether Francis would agree to a heavier security presence when he travels to the city of Aparecida on Wednesday, or holds a Thursday meeting with Catholic youth on Copacabana beach that is expected to draw a crowd of 1 million.

But many changes seemed unlikely.

Francis made clear even before he was pope that the Catholic Church must stop being so closed and self-referential and go out to the edges of the world to interact with the most marginalized. Many cardinals point to a speech Francis made as Cardinal Jorge Mario Bergoglio, days before he was elected pope, as the mission statement that essentially got him elected.

In that pre-conclave speech, Bergoglio said the church must "move toward the peripheries, not only geographic but also existential: those of sin, suffering, injustice, ignorance and religious abstention, thought and all misery."

"When the church does not emerge from itself to evangelize, it becomes self-referential and therefore becomes sick. ... The evils that, over time, occur in ecclesiastical institutions have their root in (being self-referential), a kind of theological narcissism," Bergoglio said then.

After becoming pope, he followed those words up with actions even before his Rio trip. His first parish visit in Rome was to a church in a poor neighbourhood on the farthest outskirts of the capital. His first trip outside Rome was to the most peripheral part of Italy, Lampedusa, a speck of an island closer to Africa than the Italian mainland, where he mourned the deaths of refugees trying to reach Europe.

Francis is visiting his home continent for the first time since becoming pontiff, with his visit coinciding with the church's World Youth Day, an event held every three years to bring young Catholics together in an effort to inject new energy in the church.

He will celebrate two Masses expected to each draw more than 1 million people: one on Copacabana beach and the other in a rural pasture. He'll also visit a slum in Rio in an area known by locals as the Gaza Strip because of its heavy violence before police "pacified" it in January, pushing out powerful drug gangs and setting up a permanent outpost.

Scholarships and grants paid for about 30 percent of college costs in the 2012-2013 academic year, up from 25 percent in 2008-2009.

A new study finds parents are footing a smaller portion of the college tuition bill as families become more cost-conscious. The burden is shifting to the student, who now has to depend on money from other sources to pay for rising college costs ? and many are also finding "free money" to pay for a large chunk of the tab.

According to a new report released Tuesday by Sallie Mae, scholarships and grants have trumped parental contributions as the number one source of paying for college for the first time in four years.

Scholarships and grants paid for about 30 percent of college costs in the 2012-2013 academic year, up from 25 percent in 2008-2009, the Sallie Mae study found. Meanwhile, contributions from parental income and savings dropped from 36 percent four years ago to 27 percent today. Student borrowing has risen four percent in that time and now covers for 18 percent of college costs.

"Student borrowing has leveled off in the past few years, but parent income and savings has come down considerably," says Sarah Duchich, senior vice president for public policy at Sallie Mae. Parents are "just as willing to stretch to pay for college," she says, "but they don't have the money they had pre-recession."

Meanwhile, as parental contributions have declined, "college and universities are stepping up," Duchich says. That may also be another factor that has changed who pays for education costs. "The majority of students getting scholarships are getting them from universities and colleges," she says.

Eric Charity got a free ride from Penn State University and he didn't hesitate to take it - even though the school was not his first choice. Charity had dreamed of following in the footsteps of his older brother and cousins, who graduated from Princeton University. But he changed his mind after being offered a full academic scholarship to Penn State.

"When it was my time, my parents really needed some help financially for me to attend school," he says. If he had gone to Princeton or the University of Virginia, his other top choice, Charity says he "would have been in severe debt." With the university scholarship as well as private scholarship from a local non-profit, Charity paid for tuition, room and board, fees and other expenses (including a new computer and school supplies) for four years with scholarships. He graduated from Penn State in 2010 and earlier this year got his law degree from William and Mary, which he chose in large part due to cost.

Students and their families are increasingly following Charity's path. "We've seen parents bring their spending down. They're eliminating schools more frequently as they go through the (college selection) process, so that by the end about two-thirds of families have eliminated a school due to cost," Duchich says, referring to Sallie Mae's new report on "How America Pays for College."

As incoming students and their families see recent graduates facing a tough job market, they are also more reticent to spend or borrow great sums of money for college, financial advisors say. "If your college educated kids make less money, then you spend less money on their degree," says Ivory Johnson, founder of Delancey Wealth Management. "If you hear stories about degreed friends who are burdened by student loans, then you borrow less money."

Using that lens, more families are choosing colleges and universities based on cost. It's an encouraging trend, Duchich says. "Making the choice that's affordable not just for the first year but the fourth year as well is so important."

Tips for finding free money for college

Sallie Mae, the nation's largest private student loan provider, offers these tips to help students find more scholarships:

  • Start searching for scholarships as early as possible. You can begin as early as ninth or tenth grade, as scholarships for younger students sometimes have less competition. The key is to start early and renew efforts year after year to take advantage of additional opportunities.
  • Sign up for a free online scholarship search service.Sallie Mae?s free database lists more than 3 million scholarships worth over $16 billion.
  • Expand your search. Not all scholarships will be found online: check with local clubs, religious organizations, employers and your guidance counselor. Local scholarships tend to be less competitive. Also, corporations often award scholarships to their customers or children of employees.
  • Don?t be intimidated by the competition. Scholarship judges look for other qualities such as leadership and volunteerism, and many don?t ask for GPA or standardized test scores. Make sure to showcase commitment and depth with involvement in campus clubs or organizations.
  • Don?t overlook unusual opportunities. Some organizations offer scholarships to highlight interesting career opportunities, hobbies or products. In fact, there are scholarships such as the Scholar Athlete Milk Mustache of the Year Award and the Stuck at Prom Duck Brand Duck Tape Scholarship Contest.
  • Search year round. There are many scholarships available all year long, and scholarships due in the winter can have less competition. Treat scholarship searching and applying like a part-time job, as many opportunities come up throughout the year.
  • Watch out for scholarship scams. Scholarship searches should be simple and freeto use.

Placido Domingo in hospital in Spain with embolism

NASHVILLE, Tenn. (AP) ? Opera singer Placido Domingo is in the hospital after suffering a blockage in an artery of the lungs.

Domingo's representative says the 72-year-old is expected to make a full recovery but will have to miss several appearances scheduled for later this month. He was admitted to the hospital Monday in Madrid.

Doctors say the pulmonary embolism was caused by a blood clot.

The singer's representative, Nancy Seltzer, says doctors have asked the Spanish tenor and conductor to rest for three to four weeks, but that healing time varies. His return to the stage will depend on how quickly he regains his strength.

It's not the first time Domingo has faced a serious medical condition.

Domingo returned to the stage just 45 days after undergoing colon cancer surgery in 2010 and has maintained a vigorous schedule and displayed an uncommon vitality at an age when most stars have stepped away from the spotlight.

He is the most visible opera singer in the world and has performed more than 140 roles, expanding his repertoire to include baritone roles in the past half-decade. The Three Tenors member also recently was named the new goodwill ambassador for the U.N. Educational, Scientific and Cultural Organization for his efforts in spreading classical music around the world.

Domingo has canceled his five performances in Daniel Catan's "Il Postino," which were to begin July 17 at the Teatro Real in Madrid, as well as an appearance on July 21 at Plaza Mayor.

Local Author to Release Young Adult Martial Arts Novel - Around ...

A local author is taking his experience in law enforcement and martial arts in a different direction - publishing a book.

Phillip Humphries book?"Legend of the Four Dragons Sword" is set to be released this fall on Amazon in paperback and the Kindle e-edition.? It is a fantasy style, science fiction book that starts in ancient Korea. ?


"The story involves time travel, crime, hand to hand combat and sword fights," Humphries said.? "It is a blend of martial arts, history and crime noir."

Humphries?has been involved in martial arts since he was a teenager and worked for 20 years in law enforcement.? He also?writes an online martial arts advice column, and because of that, started the process of focusing his work around a martial arts fiction piece focusing on the young adult demographic."?

Humphries said the book too about eight months to one year to write.? "The hardest part was character development.? I had to come up with characters that would be attractive to young adult and teen groups," he said.

Designed to appeal to young adults, the four main characters are criminals involved with a lot of fighting and action scenes.??

By day, Humphries runs Lucky Buzzard LLC, a company that consults on martial arts, law enforcement and intelligence for the entertainment, writing and publishing community, and also assists with fight choreography for fim and television.??

"My background in law enforcement allowed me to weave a crime drama, although the book is entirely fictional," Humphries added.

"Legend of the Four Dragons Sword" will be available on Amazon.com.

McCain urges US to end military aid to Egypt as 36 die in clashes

After days of violent demonstrations following the overthrow of Egypt's President Morsi, for a time today, one of his chief critics, Mohamed ElBaradei, was named the interim prime minister, in a move that would have given the generals who ousted Morsi new credibility with the West. But then the offer was withdrawn. NBC's Ayman Mohyeldin reports.

Egypt's interim president has backed away from an announcement Saturday that pro-reform leader Mohamed ElBaradei would be appointed as the country's interim prime minister, news agencies reported.

Ahmed el-Musilamani, a?spokesman for President Adly Mansour said consultations were continuing, denying that ElBaradei's appointment was ever certain following the ouster of President Mohammed Morsi, according to The Associated Press.

Mansour, chairman of the supreme constitutional court, who was sworn in as interim president Thursday.

Egypt?s National Salvation Front announced earlier in the day that former United Nations nuclear agency chief ElBaradei was scheduled to take his oath of office at 8 p.m. local time on Saturday.

According to a source familiar with the Obama administration's thinking, the administration would be willing to work with El Baradei if he is named Egypt's interim prime minister. The administration would also encourage ElBaradei to put an end to the violence, the source told NBC News.?

Secretary of State John Kerry also stressed in a statement that the United States wants to see Egypt's civilian transition succeed, and that the United States will do all it can to help encourage that effort.


Meanwhile, supporters of the deposed Morsi again gathered in large numbers Saturday, a day after clashes with security forces and anti-Morsi protesters left 36 dead and more than 1,000 injured.

A Muslim Brotherhood statement said that the movement?s leader Mohamed Badie ? who appeared at a rally on Friday after his arrest was ordered earlier in the week ? was calling for people to ?remain in the public squares of every governorate and every city until power is restored to him [Morsi] as the rightful ruler of Egypt.?

She discussed the jobs numbers that came out on Friday and explains what hedge fund manager Ron Baron meant when he talked about the Dow reaching 60,000.

?God is great. He can crush every traitor and every treacherous tyrant. The people of Egypt will protect the Revolution, and will continue to demand their rights," Badie said, according to the statement.

On Friday, thousands of Morsi's Islamist supporters marched across a central Cairo bridge in the direction of Tahrir Square, which was also occupied by thousands of protesters whose demonstrations prompted the army to depose Morsi.

The Morsi supporters ended up dispersing after a clash involving a hail of stones, fireworks and sometimes gunfire. There were also clashes in other parts of the country, including Alexandria and the Sinai Peninsula, a hotbed for Islamist militants.

Mohammed Sultan, deputy head of the national ambulance service, told the AP that at least 36 people were killed in Friday's clashes, the highest death toll in one day since the latest outbreak of protests began last Sunday. Another 1,076 were injured.

Amid calls from leaders for both sides to remain peaceful, there are fears the conflict could become increasingly violent.

A new Islamist militant group calling itself Ansar al-Shariah in Egypt announced its formation amid the chaos.

For hours, there was no security in sight as the fighting ensued. Guns, stones and even fireworks were used as weapons but Morsi's supporters were driven back by the anti-Morsi demonstrators, and the military. NBC's Ayman Mohyeldin reports.

The group said it would gather arms and start training its members, in a statement posted on an online forum for militants in the country's Sinai region on Friday and recorded by the SITE Monitoring organization, Reuters reported.

The group blamed the events on secularists, Egyptian Coptic Christians, state security forces and army commanders, who they said would turn the country into ?a crusader, secular freak.?

It denounced democracy and said it would instead champion Islamic law, or sharia, acquire weapons and train to allow Muslims to "deter the attackers, preserve the religion and empower the sharia of the Lord," SITE reported.

Egypt?s military has been at pains to stress its takeover of power was not a military coup, but an expression of the will of the people as shown by the anti-Morsi protests.

This is key as it would threaten more than $1 billion in annual military aid given by the U.S.

Days of massive protests and a military ultimatum forced the country's first democratically elected president from office.

U.S. law prohibits financial assistance to any country whose elected head of state is deposed in a military coup.

Speaking in Prescott, Arizona, Friday Senator John McCain said the aid should be suspended.

?I say that with great reluctance, but the United States of America I think must learn the lessons of history and that is: We cannot stand by without acting in cases where freely elected governments are unseated by the military arm of those nations,? he said.

McCain also called on the Egyptian military to set a timetable for elections and a new constitution.

?Then we should evaluate whether to continue the aid or not,? he said. ?I am aware that by suspending aid to the Egyptian military, which is the only stable institution in Egypt, we are risking further problems in the Sinai, and in other areas of cooperation with the Egyptian military.?

??????????? The 22-team Las Vegas Summer League will be held July 12-22 with a new twist added this summer. All 22 teams will play three games to determine seeding into a 22-team double-elimination tournament that will crown a champion July 22. Tournament play will be held July 17-22.
