Leaked pictures show HTC?s cleaned-up Sense interface from the upcoming M7

HTC (2498) has a big problem: For the past year or so it?s been releasing some top-notch smartphones that few seem to care about. Now, however, the company has decided that one way to improve its sales is to clean up its Sense Android skin that often looks more cluttered compared with the Android skin used by rival Samsung (005930).

A forum member at XDA-Developers has posted some pictures of leaked screenshots of HTC?s Sense 5, which the company will likely unveil alongside its new flagship M7 phone that?s slated for release this spring. The images show a much simpler interface without the giant clock icon that has typically dominated the home screens of HTC Android devices.

For comparison, Engadget has posted pictures of the leaked Sense 5 interface side-by-side with pictures of the older Sense UI that clearly show the new skin is at the very least much easier on the eyes than earlier versions.

Hopefully, we?ll get to check out the new skin first hand at the Mobile World Congress trade show next month.

WASHINGTON (Reuters) - The Senate will take up a nearly four-month extension of U.S. borrowing authority if the Republican proposal is passed by the House of Representatives, Senate Majority Leader Harry Reid, a Democrat, said on Wednesday.

Senate Democratic leaders, unlike their House counterparts, praised the legislation, saying that it would cut the link Republicans had previously insisted upon between future debt limit increases and new spending cuts.

The House is poised to vote on the legislation on Wednesday.

Although you will probably end up spending more money than you want to this game is loads of fun. Fans of basketball will enjoy the ability to watch the entire game unfold like a real basketball game. Fans of deck-building card games will enjoy the randomness of the Big Impact cards.

What I liked: This is a fairly comprehensive stats game. Players increase their team?s skills using randomly generated card decks. It feels like real-life basketball trading card gaming.

What I didn?t like: The design is cluttered and difficult to navigate. When you play in a tournament, you don?t get paired up with other teams with the same skill level, yet you can sometimes win against teams that are 20 levels above you. This seems wrong.

To buy or not to buy: Since it is free to download, I?d recommend trying it if you are a basketball fan. You can?t actually play the game like you would in an arcade game, but you can create a team, add bonuses, and watch them compete against online players. Be warned that this game is geared toward getting you to spend more money through in-app purchases.

Apple iPad 4, iPad Mini Release Date Arrives In China On Friday; Same Price Points, Features Apply

Apple, which will release the LTE-friendly iPad Mini and iPad 4 in China starting this Friday, Jan. 18, announced the news on Tuesday in a press release.

The iPad 4 and iPad Mini will be sold at the same US price points, or the equivalent in yuan. In the US, Apple starts selling the basic iPad mini with Wi-Fi and cellular at $459, while the most basic iPad 4 with Wi-Fi and cellular starts at $629.

Apple did not list any official carriers for LTE-capable iPhones or iPads, but China Telecom and China Unicom are both?expected?to sell the new iPads, just as it did with the iPhone 5 last month. We are still waiting for official word from those companies.

Following a recent tradition in the country, Apple will again take reservation requests for the iPad 4 and iPad Mini a day before the official launch this Thursday, from 9 a.m. to 5 p.m. local time, for easy pick-up the next day.

China, which is Apple?s second largest market, accounted for roughly $5.7 billion in revenue last quarter alone ? roughly 16 percent of the pie. The release of these two iOS devices in the country will help boost Apple?s retail presence in the country, but recent reports have said Apple wants to make an even larger investment in China. Last Thursday, Apple CEO Tim Cook met and discussed ?matters of cooperation? with Xi Guohua, the chairman of China Mobile, the largest telecommunications carrier in the world with 703 million active subscribers.

If Apple can strike a deal with China Mobile ? perhaps ensuring all next-gen iPhones and iPads are built to accommodate the carrier?s high-speed TD-LTE network ? Cupertino will be able to reach significantly more customers ? and more importantly, their wallets ? than ever before.

The release of the iPad Mini and iPad 4 may help sway China Mobile in its decision to work with Apple. The Wi-Fi-only iPad Mini was reportedly met with tepid demand, but the tablet has reportedly been a decent seller since its launch; with the newer devices releasing this week powered by cellular networks, China Mobile may see what it?s missing out on by not working with Apple.

About The iPad Mini

The iPad Mini,?launched Nov. 2, features the same non-Retina resolution as the iPad 2 (1024 x 768), weighs just 0.68 pounds -- as light as a notepad -- and measures just 7.2 mm thick -- roughly the thinness of a pencil.

The iPad Mini is powered by Apple?s dual-core A5 chip, which was ?fast? in 2011 but sluggish now compared to the A5X chip, A6 chip and all-new A6X chip introduced over the past year. At a time when communication networks are scrambling for ways to transmit more data over limited bandwidth, a type of twisted light wave is gaining new attention. Called an optical vortex or vortex beam, this complex beam resembles a corkscrew, with waves that rotate as they travel.

Now, applied physicists at the Harvard School of Engineering and Applied Sciences (SEAS) have created a new device that enables a conventional optical detector (which would normally only measure the light's intensity) to pick up on that rotation.

The device, described in the journal Nature Communications, has the potential to add capacity to future optical communications networks.

"Sophisticated optical detectors for vortex beams have been developed before, but they have always been complex, expensive, and bulky," says principal investigator Federico Capasso, Robert L. Wallace Professor of Applied Physics and Vinton Hayes Senior Research Fellow in Electrical Engineering.

In contrast, the new device simply adds a metallic pattern to the window of a commercially available, low-cost photodetector. Each pattern is designed to couple with a particular type of incoming vortex beam by matching its orbital angular momentum?the number of twists per wavelength in an optical vortex.

Sensitive to the beam's "twistiness," this new detector can effectively distinguish between different types of vortex beams. Existing communications systems maximize bandwidth by sending many messages simultaneously, each a fraction of a wavelength apart; this is known as wavelength division multiplexing. Vortex beams can add an additional level of multiplexing and therefore should expand the capacity of these systems.

"In recent years, researchers have come to realize that there is a limit to the information transfer rate of about 100 terabits per second per fiber for communication systems that use wavelength division multiplexing to increase the capacity of single-mode optical fibers," explains Capasso. "In the future, this capacity could be greatly increased by using vortex beams transmitted on special multicore or multimode fibers. For a transmission system based on this 'spatial division multiplexing' to provide the extra capacity, special detectors capable of sorting out the type of vortex transmitted will be essential."

The new detector is able to tell one type of vortex beam from another due to its precise nanoscale patterning. When a vortex beam with the correct number of coils per wavelength strikes the gold plating on the detector's surface, it encounters a holographic interference pattern that has been etched into the gold. This nanoscale patterning allows the light to excite the metal's electrons in exactly the right way to produce a focused electromagnetic wave, known as a surface plasmon. The light component of this wave then shines through a series of perforations in the gold, and lands on the photodetector below.

If the incoming light doesn't match the interference pattern, the plasmon beam fails to focus or converge and is blocked from reaching the detector.

Capasso's research team has demonstrated this process using vortex beams with orbital angular momentum of ?1, 0, and 1.

"In principle, an array of many different couplers and detectors could be set up to read data transmitted on a very large number of channels," says lead author Patrice Genevet, a research associate in applied physics at SEAS. "With this approach, we transform detectors that were originally only sensitive to the intensity of light, so that they monitor the twist of the wavefronts. More than just detecting a specific twisted beam, our detectors gather additional information on the phase of the light beam."

The device's ability to detect and distinguish vortex beams is important for optical communications, but its capabilities may extend beyond what has been demonstrated.

"Using the same holographic approach, the same device patterned in different ways should be able to couple any type of free-space light beam into any type of surface wave," says Genevet.

Drleephd only mentions this works for men's pants, so I thought I'd check a few pairs of my own and of my (female) roommate's to see if this tip worked for everyone. I was able to find numbers on several pairs of male- and female-intended pants and locate them online. In some cases the pants were on eBay because they were old, but nonetheless available and in good condition. If your favorite pants are worn out, this tip is no guarantee but certainly a way to help you locate another pair.

Drilling barge pulled from rocks off Alaska island

ANCHORAGE, Alaska (AP) ? A large floating drill rig that ran aground a week ago on a remote Alaska island arrived as planned Monday in the shelter of a Kodiak Island bay after being towed about 45 miles through swells as high as 15 feet, officials said.

The Royal Dutch Shell PLC vessel was lifted off rocks late Sunday and towed away from the southeast side of Sitkalidak Island, where it sat exposed to the full-on fury of Gulf of Alaska winter storms since grounding near the beach there on New Year's Eve.

The Kulluk ? a circular barge with a diameter as long as nearly three basketball courts ? was towed for about 12 hours to the protected waters in Kiliuda Bay, where it will undergo further inspection, including an underwater look at its hull.

"We could not be more impressed with the caliber of the response and recovery crews who were safe and meticulous in their effort to move the Kulluk offshore," Shell Alaska spokesman Curtis Smith said by email.

The vessel will remain in the bay 43 miles southwest of the city of Kodiak until inspectors review its condition and the Coast Guard clears it to travel. Shell incident commander Sean Churchfield said there's no timetable for departure.

"Until we have that damage assessment, we'll not be able to develop those plans," Churchfield said at a news conference Monday.

The massive effort to move and salvage the ship involves more than 730 people, according to the Unified Command, which includes the Coast Guard, Shell and contractors involved in the tow and salvage operation. Eleven people are aboard the ship ? a salvage crew of 10 people and one Shell representative

Shell earlier reported superficial damage above the deck and seawater that entered through open hatches. Water has knocked out regular and emergency generators, but portable generators were put on board last week.

The Kulluk is 266 feet in diameter with a derrick in its middle and a funnel-shaped, reinforced steel hull that allows it to operate in ice. Its derrick rises 160 feet. The barge drilled last year in the Beaufort Sea and was headed to Seattle for upgrades and maintenance when it ran into trouble.

Its towing vessel, the 360-foot anchor handler Aiviq, on Dec. 27 lost its line to the Kulluk in heavy seas and hours later lost power to all four of its engines, possibly due to contaminated fuel.

Four reattached lines between the Aiviq or other vessels also broke in stormy weather. The Aiviq on New Year's Eve again broke its line, leaving the Kulluk attached to the tugboat Alert.

Coast Guard Capt. Paul Mehler, the federal on-scene coordinator, said Monday the Alert also experienced a mechanical problem the night the Kulluk went aground. The agency is investigating.

"The understanding the night of the response was that when she was taking maximum power, there was an engine problem," Mehler said. "They did recover that within 30 minutes. The details of that, I couldn't answer yet."

Inspections after the grounding determined that the Kulluk could be towed, and the Aiviq on Sunday reattached a tow line. Tension was added to test the line Sunday night and increased as high tide approached, Churchfield said.

He was not on scene but did not hear of complications.

"The Kulluk came off reasonably easy, would be my assessment," he said.

Mehler said he was in the command center when salvors reported the Kulluk had come off the rocks.

"I won't say that I saw anyone high-fiving," Mehler said. "I'll say there was certainly a sense of relief, but recognizing now we have a lot more work to do."

Likewise, the tow "has gone pretty much according to plan," Churchfield said.

Inspections will involve an underwater look at the hull with divers or remotely operated underwater vehicles or divers or both, he said.

The Kulluk will be tethered to two tugs in the bay and will attempt to set its anchor. If that doesn't work, he said, additional tugs will be used to keep it in place. Four more tugs were on scene Monday.

A tug trailing the drill vessel used infrared equipment to watch for oil sheens and reported no petroleum discharge.

New biochip technology uses tiny whirlpools to corral microbes

Jan. 8, 2013 ? Researchers have demonstrated a new technology that combines a laser and electric fields to create tiny centrifuge-like whirlpools to separate particles and microbes by size, a potential lab-on-a-chip system for medicine and research.

The theory behind the technology, called rapid electrokinetic patterning -- or REP -- has been described in technical papers published between 2008 and 2011. Now the researchers have used the method for the first time to collect microscopic bacteria and fungi, said Steven T. Wereley, a Purdue University professor of mechanical engineering.

The technology could bring innovative sensors and analytical devices for lab-on-a-chip applications, or miniature instruments that perform measurements normally requiring large laboratory equipment. REP is a potential new tool for applications including medical diagnostics; testing food, water and contaminated soil; isolating DNA for gene sequencing; crime-scene forensics; and pharmaceutical manufacturing.

"The new results demonstrate that REP can be used to sort biological particles but also that the technique is a powerful tool for development of a high-performance on-chip bioassay system," Wereley said.

A research paper about the technology was featured on the cover of the Dec. 7 issue of Lab on a Chip magazine, and the work is highlighted as a news item in the Jan. 13 issue of Nature Photonics, posted online Dec. 27. Mechanical engineering doctoral student Jae-Sung Kwon, working extensively with Sandeep Ravindranath, a doctoral student in agricultural and biological engineering, was lead author of the Lab on a Chip paper.

The technology works by using a highly focused infrared laser to heat fluid in a microchannel containing particles or bacteria. An electric field is applied, combining with the laser's heating action to circulate the fluid in a "microfluidic vortex," whirling mini-maelstroms one-tenth the width of a human hair that work like a centrifuge to isolate specific types of particles based on size.

Particles of different sizes can be isolated by changing the electrical frequency, and the vortex moves wherever the laser is pointed, representing a method for positioning specific types of particles for detection and analysis.

The Lab on a Chip paper was written by Kwon; Ravindranath; Aloke Kumar, a researcher at the Oak Ridge National Laboratory; Joseph Irudayaraj, a Purdue professor of agricultural and biological engineering and deputy director of the Bindley Bioscience Center; and Wereley.

Much of the research has been based at the Birck Nanotechnology Center in Purdue's Discovery Park, in collaboration with Irudayaraj's group in the Bindley Bioscience Center.

The researchers used REP to collect three types of microorganisms: a bacterium called Shewanella oneidensis MR-1; Saccharomyces cerevisiae, a single-cell spherical fungus; and Staphylococcus aureus, a spherical bacterium. The new findings demonstrate the tool's ability to perform size-based separation of microorganisms, Wereley said.

"By properly choosing the electrical frequency we can separate blood components, such as platelets," he said. "Say you want to collect Shewanella bacteria, so you use a certain electrical frequency and collect them. Then the next day you want to collect platelets from blood. That's going to be a different frequency. We foresee the ability to dynamically select what you will collect, which you could not do with conventional tools."

The overall research field is called "optoelectrical microfluidics." More research is needed before the technology is ready for commercialization.

"It won't be on the market in a year," Wereley said. "We are still in the research end of this. We are sort of at the stage of looking for the killer app for this technology."

REP may be used as a tool for nanomanufacturing because it shows promise for the assembly of suspended particles, called colloids. The ability to construct objects with colloids makes it possible to create structures with particular mechanical and thermal characteristics to manufacture electronic devices and tiny mechanical parts.

Purdue researchers are pursuing the technology for pharmaceutical manufacturing, Wereley said, because a number of drugs are manufactured from solid particles suspended in liquid. The particles have to be collected and separated from the liquid. This process is now done using filters and centrifuges.

REP also might be used to diagnose the presence of viruses, as well, although it has not yet been used to separate viruses from a sample, Wereley said.

Unlike conventional tools, REP requires only tiny samples, making it potentially practical for medical diagnostics and laboratory analysis.

Engineered bacteria make fuel from sunlight

Jan. 7, 2013 ? Chemists at the University of California, Davis, have engineered blue-green algae to grow chemical precursors for fuels and plastics -- the first step in replacing fossil fuels as raw materials for the chemical industry.

"Most chemical feedstocks come from petroleum and natural gas, and we need other sources," said Shota Atsumi, assistant professor of chemistry at UC Davis and lead author on the study published Jan. 7 in the Proceedings of the National Academy of Sciences.

The U.S. Department of Energy has set a goal of obtaining a quarter of industrial chemicals from biological processes by 2025.

Biological reactions are good at forming carbon-carbon bonds, using carbon dioxide as a raw material for reactions powered by sunlight. It's called photosynthesis, and cyanobacteria, also known as "blue-green algae," have been doing it for more than 3 billion years.

Using cyanobacteria to grow chemicals has other advantages: they do not compete with food needs, like corn's role in the creation of ethanol.

The challenge is to get the cyanobacteria to make significant amounts of chemicals that can be readily converted to chemical feedstocks. With support from Japanese chemical manufacturer Asahi Kasei Corp., Atsumi's lab at UC Davis has been working on introducing new chemical pathways into the cyanobacteria.

The researchers identified enzymes from online databases that carried out the reactions they were looking for, and then introduced the DNA for these enzymes into the cells. Working a step at a time, they built up a three-step pathway that allows the cyanobacteria to convert carbon dioxide into 2,3 butanediol, a chemical that can be used to make paint, solvents, plastics and fuels.

Because enzymes may work differently in different organisms, it is nearly impossible to predict how well the pathway will work before testing it in an experiment, Atsumi said.

After three weeks growth, the cyanobacteria yielded 2.4 grams of 2,3 butanediol per liter of growth medium -- the highest productivity yet achieved for chemicals grown by cyanobacteria and with potential for commercial development, Atsumi said.

Atsumi hopes to tune the system to increase productivity further and experiment with other products, while corporate partners explore scaling up the technology.

Coauthors on the paper are graduate student John Oliver, postdoctoral researcher Iara Machado sand Hisanari Yoneda, a visiting researcher from Asahi Kasei Corp.

BEIRUT (AP) ? Syrian President Bashar Assad has outlined a new peace initiative that includes a national reconciliation conference and a new constitution.

Assad, however, says the initiative can only take roots after regional and Western countries stop funding what he called militant extremists fighting to overthrow him.

Assad spoke Sunday in a rare speech addressing the nation, his first since June.

As in previous speeches, he said his forces were fighting groups of "murderous criminals" and jihadi elements and denied there was an uprising against his family's decades-long rule.

He struck a defiant tone, saying Syria will not take dictates from anyone.

His initiative is likely to be rejected by opposition forces and rebels, who insist he must step down.

Syrian president says he is fighting jihadists

BEIRUT (AP) ? Syrian President Bashar Assad says his country is being subjected to an unprecedented attack and says the conflict can only be solved through a popular movement.

Assad spoke Sunday in a rare speech addressing the nation, his first since June.

As in previous speeches, he said his forces were fighting groups of "murderous criminals" and jihadi elements and denied there was an uprising against his family's decades-long rule.

He struck a defiant tone, saying Syria will not take dictates from anyone.

He called on all Syrians to take part in an initiative that would end the nearly 22-month old conflict, but did not give any details on the plan.

Big federal programs are often controversial in the GOP-controlled House. But the timing of the Sandy relief package, coming just after a tough vote for Republicans on a measure to avert the ?fiscal cliff,? made this vote nearly toxic.

In the end, the measure passed, 354 to 67.

Afterward, the Senate approved the measure by voice vote, and it now goes to the White House for signature.

Senators had approved an identical measure last month as part of a more comprehensive $60.4 billion aid package, but that measure died when the House failed to pass it by noon Thursday, when the 112th Congress ended.

House Speaker John Boehner has promised to schedule votes on the more comprehensive package by Jan. 15.

Mr. Boehner?s decision to not vote on the measure in the final hours of the last Congress had set off a firestorm among the New Jersey, New York, and Connecticut delegations, who on Wednesday described the speaker?s plan as a ?betrayal.?

?I?m saying anyone from New York and New Jersey who contributes one penny to congressional Republicans is out of their minds,? Rep. Peter King (R) of New York told Fox News on Wednesday.

House Democrats continued that theme in floor debates on the bill on Friday. It?s indefensible, said Rep. Nydia Vel?zquez (D) of New York, that the Republican majority ?could not get their act together? in time to pass the bill in the last Congress.

?[The storm victims] are human beings,? said Rep. Michael Grimm (R) of New York, who was elected in 2010 with tea party backing. ?It?s up to us to get them back on their feet.?

Firefighters rescue pets from fire

FORT WAYNE, Ind. (WANE) - Firefighters rescued four pets from a house fire in Fort Wayne Saturday afternoon.

Crews were called to 8125 Pepperwood Court around 2:30 p.m. A neighbor called 911 saying the fire was on the outside of the house and that there were dogs and a cat inside.

When firefighters arrived, they found flames on the outside of the garage extending into the attic. The fire was under control in 22 minutes.

There were four pets in the home, but they were rescued and were not hurt, our sister station WANE reports.

When the new Comprehensive Plan for the City of Storm Lake debuts at a Jan. 9 public forum, it will include concepts designed to spur growth and recreation.

?We?re getting into the esoteric as well as the practical,? says City Manager Jim Patrick.

The plan will address the coming 20 years, with expectations that it will be updated every five years. The City is looking for public input before it finalizes the plan next spring.

Included in the 11-chapter document are mapped possibilities for a new indoor sports field, possibly even a dome, in an expansion of the Field of Dreams complex.

A Community Center is a prime focus of the plan. ?This is a very strong suggestion, it would be a great thing to have,? Patrick said. ?The plan does not set out an exact location. Renovating old South School remains a possibility, but so would building something new that would be more useable.?

The comp plan foresees a ?community/arts/cultural/recreation? multi-use center.

Several new parks are also suggested, including one to locate in the downtown area. A possible site could be the area of the current Sara Lee/Hillshire Brands feed mill, as the company is considering multiple possible locations to build a new mill, Patrick said. The proposal calls for a ring of townhouse/condo developments to face the park.

An ?East City Square? with parkland is proposed for the east part of town, and a new Seneca Park in the 10th-13th street areas.

The City has been considering possible uses for an old dredging spoil site, and the comp plan proposal suggests an extreme sports park for the site ? where ATVs, motocross motorcycles, BMX bikes, snowmobiles and cross-country skis could use trails.

An off-leash dog park is proposed for the areas behind the Storm Lake cemetery.

The comp plan proposes cross-town recreation trails to add to existing trails and a scheduled construction project adding a trail along North Lake Avenue.

The plan also details continued efforts to develop new housing, which has been identified as a pressing need in recent years, as population growth of about 10 percent a year has outstripped the available housing.

The proposed comp plan anticipates growth and development to the north and west edges of the City, with some potential for expansion to the south, Patrick says. A major focus would be to develop the Highway 7 corridor with natural resource areas, office space and retail stores. The King?s Pointe area is a key focus, where commerical development has yet to live up to expectations from the Project AWAYSIS planning seven years ago. The City is especially interested in bringing in restaurants and new stores to the area, Patrick said.

The plan?s vision includes changes to the traffic patterns and handling systems to slow vehicles down as they pass through Storm Lake, and increase options for pedestrians, runners and bikers. Capital improvement plans and continued replacement of aging infastructure are also addressed.

?This document is a lot of good reading ? basically it serves as a set of suggestions for where the City?s efforts should be focused in the years to come,? he added. ?The idea is that we need to pull the whole community together a little more, os that we can have everyone working side by side in the same direction. It?s going to take not just government, but all of us.?

The January 9 session at King?s Pointe is open to the public, and begins at 5:30 p.m.

When Buccaneers cornerback Eric Wright recently returned from a suspension and faced a fairly aggressive grilling from the local media without a lifeline from the team?s P.R. department, the speculation commenced that the Bucs have decided to move on from one of the three prized members of their free-agent class of 2012.

Earlier this week, the folks at PewterReport.com said that, indeed, Wright likely will be cut before the Bucs launch their offseason workout sessions in April.

And the Bucs can do it while also saving $7.75 million.? Before Wright?s four-game suspension for violating the league?s policy regarding performance-enhancing drugs (reportedly, amphetamines contained in Adderall), Wright?s 2013 salary of $7.75 million for next season was fully guaranteed.? The suspension, we?ve confirmed, voids the guarantee completely.

Of course, the guarantee could become guaranteed again if Wright shows up for offseason workouts and, for example, drops a weight on his foot or pops an Achilles while running at the practice facility.? That?s why it?ll be important to cut him before he has the ability to show up and work out, in any way.

Wright already lost $1.7 million during his suspension.

But it was more than the suspension that apparently is driving the Bucs to move on.? Wright had some sort of illness during the 2012 offseason, which impacted his ability to prepare for his first season with the team.? Then, he was arrested for suspicion of DUI; even though the charges were dropped, it raised more suspicions about whether the Bucs did the right thing.Now, thanks to the term nullifying the guarantee, the Bucs are able to walk away, with only (only?) $5.54 million invested in Wright.The separate question is whether they do him a favor and cut him before the free-agency market opens in March, or whether they try to trade him.? As to the latter possibility, we can?t imagine anyone agreeing to pay him $7.75 million in 2013.

Infosys says media report of firing 5,000 staff wrong

(Reuters) - India's Infosys Ltd said on Friday a newspaper report it was planning to fire up to 5,000 poorly performing workers was "wrong", although it encourages "chronic under-performers" to leave as part of its staff management.

Infosys , India's second-largest software services exporter, was sacking up to 5,000 poor performers to trim costs, the Economic Times reported earlier.

Infosys, which is also listed in the United States, added the number of potential under-performers that could leave the company was "significantly lower" than the 5,000 quoted in the media report.

Being a small business is challenging. ?One of the biggest things that gets overlooked in almost every small business out there, is marketing. It always seems to be thing small businesses say they?ll ?get to? or ?could work harder? at. ?How can a business grow if it doesn?t market itself? ?Kick off 2013 right with these simple resolutions for a small business owner who needs to amp up your marketing strategy:

1. ?Make a marketing plan ? at this point you?ve all done your business plans right? ?You also need to have a marketing plan and stick to it. If you take the time to sit down and really think about what your goals are and come up with a plan to achieve them, it will inspire you to become a good marketer of your business. ?In it, you should have outlined marketing strategies for: ?marketing (direct and digital), social media, and public relations. ?There are plenty of good marketing plan templates out there that you can use, or if you?re not confident in yourself as a marketer, hire a consultant. ?Not all consultants are costly. Many are small business owners like yourself.

2. ?Become more organized financially ? maybe you have an accountant, maybe you don?t. ?A lot of small businesses do their own books and they do pretty well, many struggle. ?I, myself, was too busy to try and keep everything in order. ?Finally I realized I just wasn?t putting the time and attention into my own bookkeeping and it often made tax time a pain for myself and my tax accountant (who was also my friend?s dad). ?The best thing you can do for yourself is have an accountant come in and help you organize your books, check for overspending, and get you ready for filing. ?It?s a small investment that could produce big returns, literally.

3. ?Get on social media ? I know, you don?t have time to be ?playing on Facebook and Twitter and Tumblr (whatever the heck that is).? ?If you own a business, you need social media. ?I cannot stress this enough. ?It is of no cost other than time ? a free marketing channel for you. ?If you put one hour a day into building your social media presence, it will produce results. ?Social media is ?a slow and steady race, but it?s worth running. ?If you find you really can?t get the hang of social media, the next resolution is for you.

4. ?Get an intern ? cheap, smart, labor that is hungry for experience to help them get a job in a cut-throat economy. ?Some interns will work for free, but they shouldn?t. ?If you can?t find an intern who is receiving college credit, figure out how much you can budget for one. ?InPost on Craigslist, or on schools? job boards, that you?re looking for a ?marketing intern to assist with execution of our 2013 marketing plan?. ?Many of today?s marketing students have a good grasp of the principles of communications and should be able to lend something to the three strategies you?ve outlined in your marketing plan from resolution #1.

5. ?Be proud ? of yourself and those that helped you get there. ?We?ve all had small biz blues from time to time ? where you question if you?re doing a good enough job, if you?re ever going to make enough money to retire at 40, do my few employees look for better jobs behind my back, etc. ?Be confident in yourself. ?You?ve come this far. ?You?ve worked so hard. ?You should be proud of what you built and excited to take it even further.

Optical strontium clock to become much more accurate

Jan. 2, 2013 ? An optical clock with neutral strontium atoms is considered one of the top candidates for the definition of a "new" second. The probabilities have increased considerably, since its frequency will now be determined more accurately (probably by an order of magnitude). Scientists of the Physikalisch-Technische Bundesanstalt (PTB) have laid the foundation for this by measuring, for the first time, the influence of the most important uncertainty factor, namely the ambient temperature. To date, its influence could only be derived theoretically.

Their results, which have been published in the latest issue of the scientific journal Physical Review Letters, might well spark interest also in geodesy and in fundamental physical research -- more specifically: in the question as to whether fundamental constants are really constant.

Optical clocks are deemed the clocks of the future. This has several reasons: they could allow the SI base unit the second (which is already the most accurate of all SI base units anyway) to be realized even more accurately. Its definition would then no longer be based on the interaction of microwave radiation with caesium atoms, but on the interaction of optical radiation with strontium (or other) atoms or ions. But even before the new definition, optical clocks are useful, e.g., in geodesy where they can help determine Earth's geoid (basically, the exact position of "sea level") even more accurately than before. Furthermore, they provide fundamental physicists with the long-awaited instrument to perhaps detect possible changes in the fundamental constants, e.g. the fine-structure constant.

The reason why optical clocks are so accurate is that optical radiation oscillates extremely fast -- considerably faster than microwave radiation, which is currently used in caesium atomic clocks to "produce" the second. The faster the "pendulum" (the oscillating system) of a clock, the finer the time can, in principle, be broken down and, thus, the more stable and accurate the clock becomes. In an optical strontium clock, a cloud of neutral strontium atoms is cooled down in two steps by means of laser radiation until the atoms finally exhibit a speed of only a few centimetres per second. A so-called "optical lattice" ensures that the atoms are trapped and can virtually no longer move. Unfortunately, strontium atoms, of all things, react relatively strongly to changes in the ambient temperature; their atomic levels are then shifted energetically, which causes the clock to become inaccurate.

This is the highest contribution to the uncertainty of this clock, and PTB scientists have now succeeded in measuring it for the first time. To this end, they, however, needed an auxiliary system: in order to carry out measurements with the required accuracy, they considerably amplified the effect by using a static electric field instead of the alternating electromagnetic field of blackbody radiation. They constructed a special parallel-plate capacitor whose electric field is known with a few-ten-ppm accuracy. For this purpose, the distance between the two plates, which amounted to 0.5 cm, may only vary by a few 100 nm over its length of 7 cm; the same applies to the accuracy of the distance.

With this parallel-plate capacitor, the PTB scientists measured the influence of electromagnetic fields on the two decisive (for their clock) eigenstates in the strontium atom. In this way, they determined its uncertainty contribution to the total measurement uncertainty to 5 ? 10-18. And because just this influence had, to date, been the most restrictive influence on the total measurement uncertainty, one can expect the next frequency measurements of the clock as a whole to lie well below the previously attained 1 ? 10-16.

Special-education aid from US lagging - Reference & Education ...

California school districts increasingly are paying a greater share of special education costs as federal officials fail to make good on a pledge to pay more, according to a Legislative Analyst?s Office report released Thursday.

The 28-page primer on the status of special education programs could set the stage for statewide reform of the costly and federally mandated program for children with special needs, including changes in how it?s funded, how it?s monitored, and how or when students are identified with special needs.

About 10 percent of the state?s 6.2 million students receive special-education services at a cost of about $8.6 billion per year.

On average, schools spend a total of $22,300 on each student with special needs, compared with $9,600 on mainstream students.

Local districts paid 39 percent of the costs to serve students in special education in 2011, up from 32 percent in 2004.

While local districts are required to help pay for those services, federal officials have long fallen short of covering the intended 40 percent as outlined in legislation, according to the state analyst.

Federal funding now covers less than 20 percent of special-education spending.

The report also offered a synopsis of how students with special needs perform academically. As is the case with mainstream students, test scores are up, but the majority of those in special-education programs are not proficient.

In addition, the report outlines how many districts are not held accountable for special-education test scores because their special-needs enrollment is too small to be considered numerically significant.

But added up, that means 88 percent of schools were not monitored or subject to sanctions based on the performance of special-needs students, according to the report?s author, Rachel Ehlers.

Overall, the report gives state officials, new school board members or parents a concise summary of how special education works, said San Francisco school board member Rachel Norton, who has a daughter with special needs.

?If the policymakers actually took the time to read this thing, they would have a much better understanding of the challenges and complexities of the program,? Norton said.
