Sudan: 2 Iranian navy ships depart

KHARTOUM, Sudan (AP) ? Sudan's news agency says two Iranian naval ships have departed after docking at a Sudanese port for three days.

Sudan denied that the visit had anything to do with an explosion at a Khartoum weapons factory last week. Khartoum has charged that Israel hit the factory with an airstrike.

Israel has not commented, but there is speculation that Sudan facilitates the transfer of Iranian weapons to radical, violent groups like Hamas in Gaza and Hezbollah in Lebanon.

The Sudan News Agency quoted army spokesman Col. Sawarmy Khalid as saying Wednesday that the two vessels, a helicopter carrier and a destroyer, "have returned to where they came from."

He said the two Iranian warships sailed from the Indian Ocean, where they were posted to carry out anti-piracy patrols.

Chinese kites monitor pollution in skies

An ancient Chinese kite-flying tradition has become a new citizen tool for monitoring air quality in the skies over Beijing. The project, a joint effort between a Chinese graduate student and U.S. graduate student, was first inspired by controversy regarding China's air pollution statistics.

The "Float Beijing" project's kites carry air pollution sensors as well as colorful LED lights that show the level of air quality ? green for good, yellow for moderate, red for unhealthy and pink for severely unhealthy. Since raising more than $5,000 in funding on the crowd-funding site Kickstarter, the project has held its first Beijing workshops in August and appeared at New York City's Maker Faire in September.

"The sensors were pretty easy to mount to the kites," said Deren Guler, a master's candidate in tangible interaction design at Carnegie Mellon University. "The kites' flyers helped us with that and we were able to find the best place after a few tests."

Ordinary Chinese have suffered from smog and bad air quality because of China's rapid industrialization ? a problem that the Chinese government has tried to tackle during high-profile events such as the 2008 Olympics in Beijing. But the issue turned politically hot this year when Chinese citizens noticed the big difference between the U.S. embassy's air pollution readings (publicized through Twitter) and the sunnier reports issued by the Chinese government.

Guler worked with Xiaowei Wang, a master's candidate in landscape architecture at Harvard University, to develop the kite solution in the wake of Chinese citizens demanding more detail from the official Chinese air pollution readings. Their Float Beijing project ended up marrying ancient Chinese tradition with modern technology.

Wang talked with kite flyers at a local Beijing park who recommended a master kite maker in a nearby kite market. The kite maker and his wife were "very enthusiastic" about the project, and helped the Chinese and American graduate students refine their kite design.

"They gave us some of their own kite-light decorations to help experiment with and offered to sell our modules," Guler told TechNewsDaily.

The first Beijing workshops taught Chinese citizens how to attach the air pollution sensors and lights to the kites. Such kites are able to not only detect and display general levels of carbon monoxide and volatile organic compounds, but also collect the data and store it for later.

Float Beijing aims to eventually create an online interactive display of the air pollution results collected by the kites, as well as a book about the project.

The project founders also left some of their open-source kite modules in Beijing so that Chinese citizens could begin sharing the design on Weibo, China's version of Twitter.

Asia shares fall as earnings caution sets in

SINGAPORE (Reuters) - Asian stocks and other riskier assets such as commodities fell on Monday as investors remained cautious about the outlook for the global economy and corporate earnings despite better-than-expected U.S. jobs numbers last week.

Wall Street stocks dipped late on Friday as an unexpected drop in the U.S. unemployment rate was overshadowed by concerns about the earnings season, which kicks off with Alcoa Inc on Tuesday, and S&P 500 futures traded in Asia eased on Monday.

"It (the jobs number) looks good if you were worried about an imminent collapse back into recession or if you had performed badly in a presidential debate," said Russell Jones, global interest rate strategist at Westpac bank in Sydney, in a note.

"But the reality is that it remains consistent with a U.S. economy growing around or a little below trend, no more."

S&P 500 earnings for the third quarter are forecast to have fallen 2.4 percent from the year-earlier period, which would be the first decline in three years, according to Thomson Reuters data.

MSCI's broadest index of Asia Pacific shares outside Japan <.miapj0000pus> fell 0.7 percent. Japanese financial markets were closed for a public holiday.

Equity markets have been rallying since hitting their nadir for the year in early June, receiving a renewed burst of impetus last month when major central banks rolled out fresh measures to support fragile economies.

MSCI's Asia Pacific ex-Japan and All Countries World Indexes are both up around 13 percent over the year-to-date.

But with the euro zone sliding back towards recession amid a still unresolved debt crisis and the U.S. recovery far from secure, investors remain reluctant to chase growth-sensitive riskier assets too aggressively.

"We've arrived at one of the sorts of levels where the market needs to see a bit more evidence of a medium-term outlook before it takes prices much beyond current levels," said Ric Spooner, chief market analyst at CMC Markets in Sydney.

A private sector survey showing a rebound in China's services sector in September after its growth hit a one-year low in August had little immediate impact on markets.

The euro fell about 0.3 percent to just below $1.30, which helped the dollar advance 0.2 percent against a basket of major currencies <.dxy>.

UNCERTAIN OUTLOOK

Underlining the uncertain outlook for the global economy, the World Bank cut its growth forecasts for the East Asia and Pacific region on Monday and said there was a risk the slowdown in China could get worse and last longer than expected.

"China's slowdown this year has been significant, and some fear it could still accelerate," the World Bank said in its latest East Asia and Pacific Data Monitor, which was released in Singapore.

China, the engine of global growth in recent years and a key consumer of commodities, is due to release at the end of next week its growth data for the third quarter, which analysts expect to be the weakest three months of the year.

The World Bank expects China's GDP growth for 2012 as a whole to come in at 7.7 percent, which would be its lowest in more than a decade.

Oil fell, with Brent crude off around 40 cents at about $111.60 a barrel and U.S. crude down nearly 50 cents at close to $89.40.

"Oil is still finely balanced," said Michael Creed, an economist at National Australia Bank.

"On one hand, we still have a slowing economy and what that means for oil demand. On the other hand, there is oil supply risk at the moment."

Copper dropped more than 1 percent to around $8,190 a metric ton (1.1023 tons) And gold lost 0.6 percent to about $1,770 an ounce.

Euro zone to launch bailout fund with Spain in focus

BRUSSELS (Reuters) - Euro zone finance ministers will launch their 500 billion euro ($653.00 billion) permanent bailout fund on Monday, putting in place a major defense against the debt crisis that now threatens Spain.

The fund, called the European Stability Mechanism (ESM), will be used to lend to distressed euro zone sovereigns in return for strict fiscal and structural reforms that aim to put economies that have lost investor trust back on track.

It is part of the single currency area's drive for an overhaul of its economic structures and deeper integration, a discussion that will be taken forward on Monday with talks on an idea to create a single euro-zone budget.

Euro zone finance ministers, who form the ESM's board of governors, will hold their inaugural meeting in Luxembourg two years after EU leaders endorsed the idea of setting up such a permanent institution.

"The ESM will be operational as of Monday," said a euro zone official, linked to the ESM.

The fund's lending capacity will be based on 80 billion euros of paid-in capital and 620 billion of callable capital, against which the ESM will borrow money on the market to lend it on to governments cut off from sustainable market funding.

It will reach its full capacity gradually by 2014.

Its first task will be to lend to Spain for the recapitalization of its banking sector, hit hard by a collapse of the real estate market - a program inherited from the temporary European Financial Stability Facility (EFSF).

Madrid is likely to ask for about 40 billion euros to recapitalize its banks following independent assessments of the sectors' needs -- well within the 100 billion euros set aside by euro zone finance ministers for the purpose in July.

The ESM money would flow to Spain in November, after European Commission competition authorities approve conditions for the recapitalization for each bank.

SPAIN IN FOCUS

Spain is in investors' focus because it has struggled to cut one of the euro zone's largest public deficits as the country sinks deeper into its second recession in three years.

In Luxembourg, euro zone ministers will also discuss a request, expected from Spain sometime in the coming weeks, for a precautionary credit line from the ESM that they hope will boost investor confidence and keep Madrid in the capital markets.

A euro zone source said they may also discuss Spain's tough 2013 budget, outlined last month, which the International Monetary Fund and the European Commission both believe is based on an over-optimistic forecast of a 0.5 percent economic contraction next year. The current IMF forecast of a 1.2 percent recession may be revised further downwards on Tuesday.

A revised budget based on updated IMF and EU forecasts may be one condition for assistance from the ESM.

Such a program would likely entail the issuance of first-loss guarantees on bonds sold by Spain at auction, or some similar form of rescue to bolster Madrid's credibility.

Guaranteeing the first 20-30 percent loss on new Spanish bonds would allow - through leveraging - all of Spain's 207 billion debt issuance in 2013 to be made much more attractive to investors using roughly 50 billion euros of euro zone money.

Such an amount would fit comfortably within the 100 billion limit already approved by parliaments for the bank rescue in countries with strong anti-bailout sentiment like Germany and Finland, making it politically more palatable, even if technically it would remain a separate operation.

A credit line for Spain would also open the way for purchases of Spanish bonds on the secondary market by the European Central Bank -- a prospect that has lowered Spanish yields already from above 7 percent in July to below 5.72 now.

But Germany opposes a Spanish bailout request now, because it would prefer to bundle Spain with a request for a small, 15 billion euro bailout for Cyprus and a revision of the second, 130 billion euro bailout for Greece in one crisis-solving package later this year.

This would allow German Chancellor Angela Merkel, wary of shaky support for bailouts in her own ruling coalition, to push the large crisis package through parliament in one go, rather than fight separate battles for each.

As a result, a Spanish request is unlikely for a few weeks.

The ministers will also take stock of the efforts of Greece to unblock payments from the second bailout agreed in February after reforms in the debt-laden country stalled because of two general elections in May and June.

Inspectors representing international lenders are in talks with the Greek government on reforms and austerity needed to unlock financial aid, but their full report is unlikely before the end of October.

EU Economic and Monetary Affairs Commissioner Olli Rehn said on Saturday he expected Greece's government to agree on needed savings in the coming days since the lengthy talks between the troubled euro country and lenders had advanced.

Romney offers sweeping critique of Obama foreign policy

LEXINGTON, Virginia (Reuters) - Republican presidential candidate Mitt Romney offered a sweeping critique of President Barack Obama's handling of threats in the Middle East on Monday in a foreign policy address in which he tried to present himself as a credible mainstream alternative.

Romney departed from his focus on the U.S. economy to talk about how he would handle foreign policy if elected November 6. The speech allowed Romney to lay out his national security positions ahead of his October 16 debate with Obama, which will include discussion of foreign policy.

His aim was to portray himself as having the presidential stature needed for the world stage, and he sought to convince Americans that he would project strong American leadership around the world but not rush blindly into armed conflict.

The address was intended to reframe Romney's approach following harsh criticism he drew last month for inserting campaign politics into the killing of the U.S. ambassador to Libya, Chris Stevens, and after a gaffe-filled trip to Britain, Israel and Poland in July.

In a speech to white-uniformed cadets at the Virginia Military Institute, Romney raised questions about Obama's handling of Libya and accused him of failing to use U.S. diplomacy to shape events in Iran, Iraq, Israel, Syria, Russia, and elsewhere.

"The president is fond of saying that 'The tide of war is receding,'" Romney said. "And I want to believe him as much as anyone. But when we look at the Middle East today...it is clear that the risk of conflict in the region is higher now than when the president took office," he said.

Running just behind his Democratic rival in polls, Romney accused Obama of pursuing a strategy of "passivity" instead of partnership with U.S. allies in the region.

"I know the president hopes for a safer, freer, and a more prosperous Middle East allied with the United States. I share this hope. But hope is not a strategy," he said.

The former Massachusetts governor also pledged to tighten sanctions on Iran to give up its nuclear ambitions and deploy warships in the region to apply pressure on Tehran.

He would also increase military assistance and coordination to Israel, which has threatened a pre-emptive strike against Iranian nuclear facilities.

Romney pledged that his administration would work to find elements of the Syrian opposition who share U.S. values and ensure they obtain weapons needed to defeat Syrian President Bashir al-Assad's forces and end his crackdown. Syrian rebels have accused the United States and Western allies of sitting on the sidelines of the conflict.

"Iran is sending arms to Assad because they know his downfall would be a strategic defeat for them. We should be working no less vigorously with our international partners to support the many Syrians who would deliver that defeat to Iran -rather than sitting on the sidelines," Romney said.
